Two contractors walk the same driveway and hand back two numbers. One sits near half the other. Both bids name a length and a width, and neither one explains the gap.
That gap almost always sits under the surface.
A gravel driveway in Central Arkansas is two layers of stone over prepared ground. The top layer is the one people see. The layer underneath decides whether the driveway still drives like a driveway in five years. A bid that prices only the top layer comes in low every time.

Base course and surface course are two different products
Base course carries weight. Surface course sheds water and gives the driveway its finished look. Quarries sell them as separate products at separate prices, and an honest bid lists them on separate lines.
Base course is a dense-graded crushed stone. The product holds a full range of particle sizes, from coarse pieces down to rock dust. Those fines fill the voids between the larger pieces, and a roller locks the whole layer together into something close to a slab.
The Arkansas Department of Transportation publishes gradation and compaction requirements for aggregate base course in its Standard Specifications for Highway Construction. A state highway and a residential driveway sit at opposite ends of the traffic scale. The structural layer underneath them is the same idea at both ends.
Surface course is the driving surface. It is a cleaner and more uniform stone that drains fast and grades smooth. Surface course spread straight onto dirt has nothing to lock into. It sinks, and that sinking is what a rutted driveway looks like eighteen months in.
Why the base is where a low bid saves money
Base course is the expensive half of a gravel driveway, and it is the half a low bid trims. There are four ways to trim it.
A bid can skip the base and spread surface stone directly on graded dirt. It can name a base and then install two inches where six belong. It can dump the full depth in one pass and never run a compactor over it. It can substitute a cheaper aggregate that carries no fines and locks into nothing.
All four produce a driveway that looks correct on the day the crew leaves. The difference shows up after the first heavy rain, and it shows up again after every rain that follows.
Compaction is the part homeowners never see on a quote and the part that changes the physics. Loose stone holds air and water in the gaps between pieces. Compacted stone holds far less of either. A crew that installs base in lifts builds a layer that behaves like one piece under a truck tire. Each lift takes a plate compactor or a roller before the next lift goes down.
The subgrade nobody puts on the quote
Underneath both layers of stone is the ground itself. Soil that holds water and shifts under load will move a base course no matter how well a crew builds that base.
The USDA Natural Resources Conservation Service runs a free tool called Web Soil Survey. It maps soil series and drainage class for any parcel in Garland County. A property owner can pull the map for a driveway route in a few minutes and see whether the ground under it drains or holds.
On soft or clay-heavy ground, a crew has real options. It can undercut the poor material and replace it with stone. It can lay a woven geotextile between the soil and the base so the two never mix. Every one of those choices is a line item with a price. Every one of them is missing from a bid that never mentions the subgrade at all.
A sloped Garland County lot changes the tonnage
Garland County is hill country. A driveway that climbs from a county road up to a house on a ridge is a different job. The same length of driveway on level ground costs less, and the difference lands in the stone bill.
Start with the arithmetic on flat ground. A driveway 12 feet wide and 100 feet long covers 1,200 square feet. Six inches of base course over that area is 600 cubic feet, and 600 cubic feet is 22.2 cubic yards. Quarries sell stone by the ton, so the last step is weight. Ask the quarry for the weight of one cubic yard of the exact product in the bid, then multiply.

Now add grade, and several things change at once.
A sloped driveway needs a thicker base at the bottom of the run, because water arrives there carrying everything it picked up on the way down. It needs a crown or a cross slope that pushes water off the side before the water gains speed down the middle. It needs cut and fill to hold a grade a vehicle can climb on an icy morning. Cut and fill move dirt that has to go somewhere. It often needs a cross drain where the driveway crosses a natural drainage line.
Each of those adds stone, machine time, or both. A quote built from length times width and nothing else has priced a flat driveway on a lot that is not flat.
Which surface stone, and what changes with it
Surface stone comes in more than one form, and the choice changes both the price and the upkeep.
Angular crushed stone has broken faces that wedge against each other. It stays where a crew puts it and holds a crown well. River rock and pea gravel have rounded faces, so they roll under a tire and migrate toward the edges and the low spots. Rounded stone looks good in a bed and moves constantly in a driving lane.
Recycled crushed concrete shows up in bids at a lower price per ton. It compacts well and it carries fines. Anyone considering it should ask the supplier what the material came from and what the gradation is before it goes in.
Color and stone size are the two choices a homeowner usually gets to make outright. Both belong in the bid by name, because a change in either one changes the price per ton.
Water decides how long the driveway lasts
A gravel driveway fails in one of two ways, and water drives both of them. Water running down the surface carries surface stone with it. Water standing under the base softens the ground until the base settles into it.
Shape handles the first problem. A crown runs high down the center and falls away toward both edges. It moves water off the driving surface within a few feet of where the water lands. A cross slope does the same job on a driveway cut into a hillside.
Drainage handles the second problem. A ditch or a grassed swale along the low side carries water to a place it can go. A cross drain or a culvert moves water under the driveway where a natural drainage path crosses it. A driveway that dams a drainage path becomes a pond after every storm, and the base underneath it never dries out.
Those items belong on the bid with prices beside them. Grading, ditching, pipe work, and headwalls are labor and machine hours, and they show up nowhere in a stone tonnage number.
Freeze and thaw work on a loose base all winter
Central Arkansas gets a real freeze season. The National Weather Service office in Little Rock publishes 1991 to 2020 freeze normals for stations across the state. At the Hot Springs 1 NNE station, the average first freeze falls on November 13 and the average last freeze falls on March 19.
That window matters to gravel for one reason. Water sitting in the fines of a base course expands when it freezes, and the expansion lifts the layer. On the thaw the layer settles back down, and it does not settle back the way it started.
A base compacted to a proper density resists that cycle, because there is little room left inside it for free water. A base dumped and left loose holds water throughout, and the freeze works on it every cold night from November into March.
Edges, aprons, and stone bands
Two places on a gravel driveway take more abuse than the rest of it.
The apron is where the driveway meets the county road or the street. Vehicles turn there and brake there, and stone migrates out into the roadway. A defined edge and a heavier stone at the apron keep the driveway inside its own boundary.
The other place is the long edge where gravel meets grass. Without an edge, the driveway spreads outward a few inches a year and the yard creeps inward. Stone driveway bands hold that line permanently and change how the whole approach reads from the street. They are a masonry item priced with the hardscape and stone masonry work, and they belong on the estimate as their own line.
What a refresh costs later
A gravel driveway is not a finished object. It is a surface that loses a little material every year to rain and to tires.
A driveway built on a proper compacted base needs a surface refresh on a long cycle. A crew regrades the crown and fills the low spots. Then it adds a fresh layer of surface course. Nobody touches the base underneath, so the refresh costs a small fraction of the original job.
A driveway built with no base needs something else. Adding surface stone to a rutted driveway puts new material on top of ground that is still soft, and the ruts return in the same places. That driveway needs the base it never got, and the second job costs more than the first one would have.

Set two quotes on a table and look for these items on both of them.
- Subgrade preparation, including any undercut, geotextile, or grading of the ground before stone arrives
- Base course named by product, with a depth in inches and a stated compaction method

- Drainage priced by item: crown, ditch, cross drain, culvert, or headwall
- Machine time and haul-off for any dirt the job removes from the property
- Edge treatment where the driveway meets the road and where it meets the yard
- The warranty term, in writing
