Waterfront owners in Central Arkansas ask what a seawall costs and how one goes up. The question that settles whether the project happens this year is timing.
Entergy runs an annual winter drawdown on Lake Hamilton and Lake Catherine. The company states on its hydro operations page that the drawdown begins on November 1 each year, that refill starts between March 1 and March 8, and that refill finishes by March 15. Call it four months of workable water, once a year. A wall an owner picks out in July either goes up inside that window or waits a year.
The Water Level Decides the Build Window
Seawall construction in Arkansas runs on the lake calendar whether a contractor mentions it or not. A seawall does its work at the bottom. The stone a visitor sees above the waterline is holding position because of a keyed toe buried below it, and that toe is the part of the wall a crew has to reach.
Keying the toe means excavating a trench along the shoreline below normal pool, seating the largest stone in it and backfilling. At summer pool that trench sits under several feet of water. A crew can dig it blind from a floating machine and hope the grade is right, or it can wait for the water to drop and dig a trench it can see.
Access follows the same rule. The strip of shoreline a machine works from is underwater at full pool. Drop the lake a few feet and that strip becomes a working bench wide enough to track a machine along. A wall that needs a barge in July often goes up off dry ground in January.
Entergy publishes summer targets for both lakes. Lake Hamilton runs between 398.9 and 399.9 feet with a target of 399.7 feet. Lake Catherine runs between 303 and 305 feet with a target of 304.25 feet. Those elevations are what a crew is working against from spring through October.
What the Lake Operators Actually Publish
The two lake systems around Hot Springs run on different rules, and an owner needs to know which one the property sits on.
Lake Hamilton and Lake Catherine. Entergy operates both under FERC Project 271, the Carpenter-Remmel Project, and the winter drawdown runs on a published annual calendar. Entergy states that the drawdown begins November 1 each year and that the lakes refill between the first week and the middle of March. The calendar holds every year. The depth does not.
Entergy sets the drawdown depth year by year and announces it in the fall. The Sentinel-Record in Hot Springs reported a three-foot drawdown for the winter of 2024 to 2025. The same paper reported a five-foot drawdown on both lakes for the winter of 2025 to 2026, with two more feet on Lake Catherine that December for a Hot Springs wastewater outfall project. It also reported that Entergy slowed the daily rate partway through the 2024 drawdown because of drought. Plan the calendar around November 1 and treat the depth as a September announcement.
Lake Ouachita. This lake works on no calendar at all. The US Army Corps of Engineers operates Blakely Mountain Dam and publishes a top of conservation pool at 578 feet and a top of flood pool at 592 feet. The Corps publishes no seasonal drawdown calendar and no guide curve for Lake Ouachita, so the level follows rainfall and hydropower generation. An owner on Lake Ouachita watches the daily reading the Corps posts for Blakely Mountain Dam and books against the level the lake is actually holding.
Who Issues the Permit, and What the Calendar Does to It
Permits are the piece that turns a late call into a lost year, because a permit runs on a queue and a queue does not care about anybody's schedule.
On Lake Hamilton and Lake Catherine, Entergy issues the permit. The company's Shoreline Activity Permit covers work on Project 271 lands and water, and Entergy's own list of activities requiring one names bulkheads, seawalls, riprap, fill and excavation.
Three published conditions change how an owner should plan. Entergy accepts applications all year and reviews them in the order they arrive. Entergy states there is no guarantee that an application arriving after November 30 clears review in time. Entergy acknowledges a new application by email within 14 days and gives a processing estimate after that.
One more Entergy condition matters to the design itself. The company requires riprap in front of the entire length of every new seawall on these lakes, so an owner pricing a vertical wall on Lake Hamilton is pricing stone in front of it either way. An issued permit also goes void if the permitted work is not finished within 12 months.
The federal side runs through the same paperwork here. The Corps of Engineers Vicksburg District issued Programmatic General Permit 60, and under that permit Entergy issues the Section 404 authorization on the Corps' behalf. Arkansas certified the reissued permit under Section 401 through the Division of Environmental Quality on June 25, 2024.
On Lake Ouachita, the shoreline is Corps water. The Vicksburg District's Lake Ouachita recreation pages publish a fishing tournament permit, a houseboat launch permit and a special use permit, and no shoreline use permit program appears there. Owners on that lake should start with the Lake Ouachita Field Office at (501) 767-2101 before a designer draws anything. Bank stabilization work also falls under Nationwide Permit 13, and the 2026 nationwide permits took effect on March 15, 2026 per the Federal Register notice.
Five Things That Happen Before the Water Drops
Owners tend to picture the booking as one call and one date. The work in front of the build takes longer than the build on most projects.
The shoreline walk. A crew measures the run, reads the bank height, finds the machine route and locates the toe. That visit sets the wall section and every number that follows.
The design. The drawing fixes wall height, stone class, toe depth, filter layer and the tie-ins at both ends. A neighbor's existing wall at the property line changes it.
The permit. Shoreline work on these lakes needs written permission, and on some projects a federal review as well. Permits move on their own calendar.
The stone. A quarry has to cut armor stone in the specified class and haul it to the lake. The quarry fills orders in sequence.
The slot. A crew that builds seawalls has a fixed number of low-water weeks in a year. Those weeks fill from the top of the list.
Counting Backward From the Drawdown
Run the dates in reverse and the booking calendar writes itself.
The water starts down on November 1 and starts back up around March 1. A crew cannot begin until the permit is in hand. Entergy reviews applications in the order they arrive, with no guarantee for one received after November 30. Ahead of the application sits the shoreline walk and the wall design, because the application has to describe the structure.
That math puts the first call in the summer. Somebody walks the property in July or August and the design goes on paper. That leaves the fall clear for the 14-day acknowledgment, the review behind it and the stone order. The crew arrives once the water goes down.
An owner calling in October is filing into the busiest month on the reviewer's desk with the season already starting. An owner calling in January is filing into a window that closes in six weeks.
The 12-month clock on an issued Entergy permit is the last piece of the math, and it works in the owner's favor. A permit issued in the fall covers that winter's window with room to spare, so an application filed early does not go stale before the machine shows up.
What Happens When the Call Comes in June
Most first calls arrive in June, and the reason is easy to see. Owners spend the summer out on the water looking back at their own bank, and that view starts the phone ringing.
A June call is right on time for everything except the stonework. The walk, the design, the permit application and the stone spec all belong in the summer, and running them then is what makes a fall start possible.
What a crew cannot do in June is build. The toe is underwater, the working bench is underwater and every hour of the job runs off a barge at the highest cost the lake charges. An owner who insists on a summer build is paying an access premium for a wall that would cost less and seat better five months later.
What the Waiting Months Are Good For
Booking early pays because a shoreline holds its shape better once the line goes in. A bank that keeps its current footprint takes a shorter wall than one that has moved back another few feet.
The months between the call and the build carry real work of their own. Bank plantings and a temporary erosion blanket slow surface loss on a raw slope. Redirecting the roof and driveway runoff that is cutting the bank from above often does more than owners expect, since a good deal of shoreline damage arrives from the land side. That grading and drainage work happens in any season, and a walk-through will say whether the property has that kind of problem.
